OFF_LINE is a documentary about the human right to information, and by extension, the right to Internet access. It seeks to determine whether the root of misinformation (and lack of information) in the island lies in the economic restrictions imposed by the Cuban government, in the embargo imposed by the United States, or the authorities' need to control what information citizens can access. In Cuba, this controversy has no answer. The government unfamiliarity with new technologies means that the present and future of Internet access on the island remains limited. We review slogans and speeches made by the leaders of the Revolution during the literacy campaign, in 1962 and establish a ‘dialogue’ with this new phenomenon; we consult related texts and works of artists who have addressed the issue from different angles. We also presented routine questionnaires to specialists who independently have identified their work with this theme and use new technologies to express their ideas; we also have the opinion of citizens. So with OFF_ LINE, we present an alternate viewpoint than the one typically represented in Cuban mass media, one that expresses the need for access to information and a new literacy for our society. We also wish to generate controversy by organising alternative screenings of the documentary, managing the distribution on our account and at our own risk. OFF_LINE es un documental sobre el derecho humano a la información, y por extensión, el derecho al acceso a Internet. Busca determinar si la raíz de la desinformación (y la falta de información) en la isla reside en las restricciones económicas impuestas por el gobierno cubano, en el embargo impuesto por los Estados Unidos o en la necesidad de las autoridades de controlar a qué información pueden acceder los ciudadanos. En Cuba, esta controversia no tiene respuesta. La falta de familiarización del gobierno con las nuevas technologías significa que el presente y el futuro del acceso al Internet en la isla sigue siendo limitado. Revisamos los eslóganes y discursos realizados por los líderes de la Revolución durante la campaña de alfabetización en 1962, y establecemos un "diálogo" con este nuevo fenómeno; consultamos textos y obras relacionadas de artistas que han abordado el tema desde diferentes ángulos. También, presentamos cuestionarios de rutina a especialistas que independientemente han identificado su trabajo con este tema y utilizan nuevas tecnologías para expresar sus ideas; también, tenemos la opinión de los ciudadanos. Con OFF_LINE, presentamos un punto de vista alternativo al típicamente representado en los medios de comunicación cubanos, que expresa la necesidad de acceso a la información y una nueva alfabetización para nuestra sociedad. También, queremos generar controversia organizando proyecciones alternativas del documental, gestionando la distribución por cuenta y bajo nuestro propio riesgo.
